I don't think you're cold hearted, Smile. But it was the end of the month. For a lot of people, that also means the end of the money. Even people who had money, credit cards, etc. couldn't get out. No rental cars, no buses, flights canceled.
It's even worse for the poorest of the poor (of which N.O. has many) Every one you know lives near you, they have no place to go TO. They don't have a car to get there in. Even if they managed to walk out - go where? No credit card, no hotel. No money, no hotel. I think a lot of people stayed because they literally had no where to go and no way to get out if they wanted to go. No, not everyone; but many. What about the elderly? Too old to drive, infirm, poor, no family...there are many reasons.
